It may be a post-apocalyptic RV. The bars on the windows would help keep out the zombies. The low clearance would keep zombies from getting stuck underneath after getting run over..

Those front frames may be to hold plexiglass to keep the windshield from getting "stoned". In New Zealand there are what they call "sleeping vans" that look very similar to the one in the pic.
