Seems to me like poor management that you've never charged us for it. I mean, there really should be a limit to that famous Canadian Good Neighborliness.
I s'pose there won't be a water bill in the mail anytime soon, but you might at least consider threatening to turn off that tap if you don't get your power money.

Not all the water in the Columbia comes from Canada, there's still all the tributaries here in the US.
