An issue is easily fixed, A problem is a "rozzin-frozzin-friggin-fraget" issue. (Thank you F. Flintstone)

Then would the egg have a issue with the chicken for laying it? Or did the chicken have a problem with the egg?

"social evolution and generational preferences"
I don't think I'd call it evolution but de-evolution.
Noticed how much you hear the "F" word these days?

Was the egg issued to the chicken or did the chicken issue the egg that is the problem?

I agree with you. There are so many pillars of our society that are under attack these days and the changes don't bode well for the future never mind the lexicon.

Ah you want a trnslation.

Issue is less serious
Problem is more serious

For example Just now I have a PROBLEM with one of my air conditioners. to fix it I'll have to throw money at it. More than 10 bucks

I also have what I hope is an issue with my leveling jacks (That means less than 10 bucks)

According to a former manager of mine, there are no problems or issues, only opportunities for improvement.
