Is it an Issue or a Problem?

I have noticed that the word “issue” is used to describe just about anything that requires a solution and the word “problem” is waning in use. Our lexicon seems to evolve over time with some words and phrases being added and dropped based on social evolution and generational preferences. So I ask, are we experiencing another shift or change in our lexicon with the use of the word “issue” replacing the word “problem”?

I don't believe so, but on the other hand if a dilemma arises it may be a predicament.

Well...............the way I see it, a problem is an issue, but an issue ain't necessarily a problem.

A problem could also be a botheration, box*, can of worms, complication, count*, crunch, dilemma, disagreement, dispute, disputed point, doubt, headache, hitch*, hot water, issue, mess*, obstacle, pickle, point at issue, predicament, quandary, question, scrape*, squeeze*, trouble, worriment to name a few.

The problem is that it is possible to take issue with a problem or find a problem with an issue, of course, that issue alone makes things a problem and thats my issue with this problem.
