That was almost true - if your funds were in Icelandic banks. Actually, trading in the "financial instruments" issued by the Icelandic banks was halted. See HERE.

OK, he's probably referring to Reserve Management Primary Fund. As you recall, this is one of the few money market funds to ever "break the buck" - at one point, investors would have only received $0.97 for every $1.00 invested. More info HERE.
