Here in Arizona the game and fish belong to the state. If I remember correctly the same way in Michigan. Could be the same in all states but don't know for sure.
I would not want a federal license with the feds collecting the money. Doubt it would make its way back to the state.
I do know that licenses can be purchased on the internet in Az., Wyoming, and Michigan which does make it easier to obtain them. Cost is another matter.
I have stayed at several RV parks that had either ponds or small lakes that no license to fish them was required.

Cost is the issue. Even 5 day 3 day permits are sky high. In some states they are even higher.

Some people spend lots of money on amusement parks and other expensive attractions along with smokes, booze, etc. Some choose to buy a fishing license so the state keeps up the fishing accesses, piers, boat ramps, fish stocking, etc. It's another form of entertainment. You have choices.
