Pre-Infant?

I was researching what was allowed on Atlanta's HOV lanes when I came across this:

Quote:
High Occupancy Vehicle (HOV) Lanes.
The following vehicles may use HOV Lanes:

Vehicles with two or more (living and not pre-infant) persons.
Emergency Vehicles (Law Enforcement, Fire, Emergency Medical)
Motorcycles
Buses
Alternative Fuel vehicles properly licensed with an AF license plate
Hows that for government speak?

I guess being pregnant doesn't count. I just wonder what happened to cause the wording to be put into place?

I wonder why they didn't just put non-fetal or non-fetus (Don't actually know which one is correct).

I see things like this and I also wonder what happened to cause the change. I remember when there was an attempt to change "Man Hole" to "Personnel Access Chambers" back in the political correct days.

BTW, we didn't take the HOV lanes when we came through Atlanta a few minutes ago. My copilot nixed the idea. She said something about "if they won't let pregnant woman in those lanes then I don't want to go either!" I knew trying to explain was useless.

Being a Saints fan I'm contractually obligated to point out that Atlanta is the problem.

My Emojis was because they obviously don't consider babies in the womb to be persons!
