Pre-Infant?

I was researching what was allowed on Atlanta's HOV lanes when I came across this:

High Occupancy Vehicle (HOV) Lanes.
The following vehicles may use HOV Lanes:

Vehicles with two or more (living and not pre-infant) persons.
Emergency Vehicles (Law Enforcement, Fire, Emergency Medical)
Motorcycles
Buses
Alternative Fuel vehicles properly licensed with an AF license plate
Hows that for government speak?

I guess being pregnant doesn't count. I just wonder what happened to cause the wording to be put into place?

I wonder why they didn't just put non-fetal or non-fetus (Don't actually know which one is correct).
