I think that's someone's odd sense of humor. I can ear them saying, "let's tack on an extra 3 cents and see how many people ask about why the extra 3 cents?"
Speaking of cents -- why don't computer keyboards have a cents sign? Remember the C with a line thru it? There are all sorts of other strange symbols available.

Reconstruction?
No, it was removal of a tumor and an unknown number of lymph glands. This is the second go round for us. We went through this 9 years ago.
The irony is that in that same week that her original oncologist was congratulating her on being cancer free for 9 years she was diagnosed with another tumor. Almost a mirror image of the first one, but a little larger.
There is a way to put a cent sign in a document, but it just ain't worth the trouble.
₡₡ These two took about 2 minutes. PITA. $.02 is easier!
