My other thought was, if she is a full timer, go to a beauty school in a nearby town and get her legs waxed as needed...just be sure they use cornstarch or talc first... it'll hurt without it!

I am fortunate in that being of oriental heritage I am fairly hairless. But when I do shave I do so at the bath house.
