geezerb.....The solution is simple, even when conserving water, let it drip a little. I think, not sure, but I believe newer RV's and shower products are required to allow a drip when the shower head is turned off at a stop/valve vs being turned off completely at the shower hot and cold valve. The dripping prevents the water from becoming hot and scalding you.
One of the best shower heads on the market is the Oxygenics shower head. It makes you feel like you have twice the pressure, yet is one of the lowest water users available. The shower head injects air as the water flows. It may be gross, but it's like the water is being spit out. The reason I mention this is that the Oxygenics unit comes with a shut off valve on the hose that allows a drip to occur.
