It all depends on how long you want to stay somewhere. For the combination of nature, cultural activities, and what's most important to me, CLean AIR. Tucson's elevation provides the air, and its a good location for exploring with interesting areas in town and numerous attractions within 100 miles. It's definitely NOT a big city.
We also really enjoyed Scottsdale, and stayed at WestWorld. It's also a great location.

When in Tucson, the first time, we stayed in a mobile home park on Romero just west of Prince. We had a back in next to the club house, which included access to the pool and laundry. The next time in, we were across from the pool. The only problem was the sewer hook up was under the motorhome, but, accessible. Rent was reasonable, electric was extra. We stayed for 6 mos. This area was really great with everything close by. There was even a tavern that had nightly specials for $4, each night a different entrée. The ACE hardware was like a mini Home Depot, had everything, just over on Prince.

Its called Whispering Palms, $349 month +electric. Great place, we just spent a month there!
