We were coming North from Florida once when we encountered sign along the interstate indicating there was a "Traffic Stop and Inspection Ahead". We started to dig out the registration and insurance documents to be ready. More signs every mile or so. Then there was a exit. Cars and trucks were flying up the exit ramp and at the top hidden just over the crest of the ramp was a sea of police stopping everyone zooming up the ramp. They actually had a processing tent set up! My wife said as she looked back that there were hundreds of cars and trucks in a field and police were walking between them gathering the paper work.

Turns out the exit didn't lead to anywhere as the connecting road wasn't even built yet, so the police knew everyone coming up the ramp didn't have any business being there and were suspect.

There never was a traffic stop on the interstate!

I stopped and checked everything out and all seemed ok.
A hr or so later it was dark and all of a sudden I have a CHP behind me with his lights on. I had no lights on the back of my toad or coach. He gave me a warning ticket and told me I could carry on with my hazards on. Evidently I had rubbed the light cord when I dragged.
The following week I was leaving the area and had to have them verify that it was repaired so I stopped at the CHP office in Needles Ca. The officer came out and checked it and I said thank you to him and also to the officer that stopped me. He was very polite and helpful, and I don't think you often hear that from people.

He turned to me and said thank you and proceeded to tell me a story about a few years ago that he had stopped a motorhome for a burned out light. While he was walking around this coach he could hear some cry's from the inside. He calmly told the driver that he was going to write a warning ticket and went to his car and called for back up. When they entered the coach the found a man tied up and badly beaten that they were taking out to the desert to kill him. Essentially he saved a life by making that stop.

I was scratching my head when you said I40 out of Bakersfield. You must have meant Barstow, that's where I40 connects.

Yes, you are right. I get lost often, but I get there eventually.

I guess I don't understand you but this sounds like BS to me.!! Your saying that the signs incurred that there was going to be a stop. Then the police set up a trap and pulled over and harassed anyone that happened to turn off on a particular ramp. Sounds like entrapment to me. I would probably take the ramp too rather then have to set through a inspection for 20 minutes or more. Besides, around here quite often they are going to find some stupid little thing wrong during that sort of inspection just to write you a fine and make money. And, what's this deal you said with, "having no business being there"? So we now live in a society where you have to have a reason to go somewhere and better carry your papers with you to prove you can be there??? Sounds like WWII Germany to me.

But, as I said I don't understand your description; which is my fault; and I may be taking the whole thing in the wrong way

It probably was a police clean up detail...

Maybe that particular exit was a mosh pit for drug or other illegal activities??? Here in Melbourne, on I-95 there used to be a 'rest area' that was constantly being used at night as a drug and sex pit. People were getting robbed and hurt and the police were using up a lot of resources during the 10 year battle. They finally ended up bulldozing the access road, parking lot and the covered picnic tables. Now there's a different kind of 'weed'(s) growing there now.

I can certainly understand that. It's quite possible that it was a location known for illegal activity and the police were cleaning it up. I was under the impression by the description that they were just pulling people over at random for no reason. They don't do that sort of thing around here anymore. I think maybe the state court ruled against that. Even if it didn't that was proven to not be a effective way of fighting crime. It took a lot people and man hours just to write out a few tickets for burned out license plate lights. Better use of the police to work on finding the real criminals.
The police still do some questionable things around here though.
