Wall papered ceiling

Wall papered ceiling and is starting to come off in some areas. I'm pretty sure its from condensation. The tacks are rust free & no water stains. Bought a few tubes of wall paper repair stuff that is not working. I have tried cutting the paper with a single edge razor blade then squirting it under the paper and using a trowel to move the glue around under the paper. not much luck.
I'm almost tempted too pull it all off and leaving the wood paneling showing.
Any Idea's

The covering for walls and many ceilings in RVs are vinyl. Starch-based wallpaper paste won't work very well. Look for an adhesive for vinyl wallcovering. Even with that may not work if you're having a condensation problem.

If the paper or vinyl comes off easily, you could try painting the under layment. It is usually luan veneer. I did a slide in camper I once owned this way. I hand textured the ceiling with drywall mud before painting. It turned out really well.

I have done this on a few walls yes worked very well.

I just hate to have to redo the whole Ceiling but will have too if I can't get it to re-stick.

We used to have that happen back when coach's like yours were new, especially around the moldings. Do some experimenting in an area that's out of the way (like in a closet or something) with a small (travel?) iron set at it's lowest temp. That's how we handled it (at the factory's suggestion).
