Hi Tim, it look to me like someone has taken the drain plug/anode rod out at some point and made up this drain for ease of winterizing it. I am not familiar with your type of tank, and if IT is suppose to have a anode rod or not. If you did not do this, I would say that the person that made this up, put it in place of a plug. I could not imagine someone pulling a anode rod out of the tank and tossing it and just replacing it with this new drain? One never knows though
