When did "I seen" replace "I saw"?

I must have missed the bulletin. I keep reading posts where people say "I seen.....". Seems to be getting more prevalent. Where I come from we say "I saw" or "I have seen".

Or even " I have seen " for that matter.
I try to keep my English, proper, but sometimes errors slip through.

How does that saying go ?

I know you understand , what you think I said , but you must understand that what you heard , is not what I meant .

EDIT: I see changes in your post since I started typing.

Being a poor country hick, from NC, I really do try to make sure that my grammar, spelling, and most of my sentence composition is correct. I laugh out loud when I read about there, their, and they're.

At the same time newscasters, with zero grasp of the English language, started saying he or she "pleaded" guilty.

Sounds the same but spelled differently, makes English one of the hardest languages to learn.

Let alone remember. Or is that just an age thing.
