went to get a state inspection they said drivers side low beam was out huh i checked before i left anyway he gave me a sticker anyway. got home removed the light and found yl
he wire pigtail was bad replaced it now no low bean either side no high beam passenger side. the low beam on drivers lights up om high beam tho so looks like ill pull the acces panel under the drivers wheel well to get to the dimmer switch and rewire the circuit. should both high and low beam be on when its on high beam? im off tomorrow.

Low and High operate seperate being the reason for the foot switch

You got everything out at the lights that you need check there first to make sure the dimmer switch is working. One leg of the light will work when switch on dash is pulled showing low, when high beam foot switch is pushed the other leg will become hot and the first leg will have no power the 3nd is ground hense the 3 prong on the back of the light

No they do not both run at the same time.

Will the other headlight change from low to high at all if it works correct then it's not the dimmer switch
