94 Monaco heating up at idle

Hi Guys, I need some help.
I have a 94 Monaco Dynasty. The fans don't come on until 12-1500 RPM.
I have replaced the FAN PRESSURE VALVE, I'm wondering if we by pass the thermostat should that have the fans running all the time and is that a good idea.
What is the down side of doing that.

Any help would be appreciated.

Start with fan clutch.
