Blink - Don't Blink

I have a 1992 Southwind 30ft Class A, both turn signals work but the hazard flasher does not. Are the signals and flasher on the same module? Anybody have suggestion where to look? The Chassis is a Ford F53.

There should be another flasher for the hazard lights.

Generally they are not, also on different fuses.. 4-Way may also be break light fuse (or not)
