Assuming you have a carb, a carb tends to run fine until the float bowls are empty. This means that if it is running out of fuel, you will have full power until bowl is empty and it just dies. It may spit a tiny bit, but for the most part it will run clean with no sign of a problem, and the abruptly die. If you are having an issue of just running out of power as you press the peddle down farther, your problem may not be fuel delivery - directly. I would consider if the secondaries are getting fuel. It could be that the primaries work fine, but as soon as you press on the peddle far enough for the secondaries to open, if they are not getting fuel, it will lean out and sputter. You could wire the mechanism that locks out the secondaries when the engine is cold for test purposes. If it runs clean, but just runs out of power, then you know the problem is in the secondaries.
