Piker, I have been following this latest "adventure" and got to thinking a little bit. (Dangerous! I know. I know.)
You are concerned about destroying the top of the tank if you need to drop the tank. Here are some thoughts. BEWARE: I have never done any repairs to a black tank. Or, any other RV tank, for that matter. So, this may not work at all, especially since I am only using my imagination to visualize the parts involved. Scary!
Regarding the mounting flange on top...
If the flange is glued to the tank, then this might(???) work?
1) Remove the toilet.
2) Cut the flange as needed so it can be dropped below the floor. But, look first to see if this is really needed. Probably is as the weight of the toilet and human above most likely rests on the floor, not the tank.
Make horizontal cuts as high up as possible to preserve the vertical "pipe" section if possible.
3) Drop the tank.
4) Repair the bottom of the tank as needed.
5) Look at what you have left at the top. You may be able to fit some type of sleeve on the existing pipe to get back to the correct height. If so, you can figure this out easily. Reinstall tank and toilet as you best see fit.
OTHERWISE...
6) If the vertical section is not going to be useful, carefully mark the center of the flange on the top of the tank. Create a set of crosshairs (maybe scratched with an awl???) that extend well past the flange area.
7) Cut out a flat area of the top of the tank that is larger than the flange area. Essentially you are going to create a new, flat tank top in this area.
8) Attach a new flat section to the existing tank top with whatever glue method works best. Just do not lose those cross-hairs that located the center of the toilet flange!!!
Essentially you now have what looks like a new tank at the top.
9) Using the crosshairs, install a new toilet flange. Or, cut the hole for the flange. Or, do whatever you need to do if you were installing a toilet in a new tank.
10) Reassemble everything according to the way you need to do it. This should be easy for you to figure out.
Like I stated above, this is only guesswork on my part. But, maybe it might give you an idea or two? Or,not!

Actually, this is not original. I think you are considering doing this same thing to the bottom of the tank. Wow, I could have saved a lot of typing.
