As far as not taking it apart; If the vinyl is loose from the substrate, aren't you going to have to remove it to get the glue in between? The plywood sounds like a good idea provided you can get the glue in there. Two or three jacks pressing up against should hold it in place until it dries. There has apparently been a water leak at some point in its life so make sure it's sealed up good around the roof.

thank you for the insight tinstar, im beginning to find there was some water leaks on that side of the rv. it doesn't appear to have damage the frame to much, but without completely tearing into it, i dont know. i basically just walked around the outside of the rv and hit it with the side of my fist looking to see soft spots or changes in the sound. i didnt find any except the one small spot by the water fill. then went inside on the same wall, and did the same, pulled on cabinets, etc.. there was a leak from the sunroof at one time. it was sealed up, but i managed to open a spot of it again recently. i did a temp patch to it for now until i can replace the sunroof with something better.
im guessing thats how the panels came loose from the foam. i removed the inside of the sunroof and found some rusted screws in a couple spots corroded to nothing, then found the one wet spot where i knew it leaked some. im letting it dry out, and not sure what else to do at this point. wasn't looking to tear that far into it.
i guess i was thinking i could remove the cap on the roof and squeeze the glue down in there before resealing the roof, but maybe i should just leave it alone.
