Falls Lake State Park, Rolling View section. Large wooded sites and lake access.

Not sure how far you want to go, but this site breaks the state down into regions. I use this a lot to find new places to go. Also, if you scroll down to the bottom, there are links to all the states. I've not been, but Jordan Lake area has some campgrounds.

Holly Point campground, not open year round but it is very convenient to North Raleigh. RollingView is good also. We've also been to at least one of the Jordan Lake campgrounds and would recommend them.
When you're ready to go a little further there are lots of places to go within a two hour drive. Kerr reservoir has several campgrounds around it, either Corp of Engineers or State Parks, we really liked North Bend COE campground.
All of these campgrounds have water and electric sections. If you are set up to dry camp, there are lots more options.
A good resource for federal and state campgrounds is Ultimate Campgrounds. The link is for the NC section, but the VA section might interest you also.

If you don't live in Raleigh and want to explore the city, the fairgrounds are close to everything and at $25 a night will not break the bank. Do call ahead and ask if there is a weekend event like a horse show that tends to bring in lot of people, otherwise it's first come first served and no reservations.

X2 for the Fairgrounds. The sites are long, pretty level and a reasonable distance apart. Even when the place was crowded on a big football weekend we didn't have any issues. Great location for seeing the city.
