lights get bright and dim

hi i have a 93 palomino pop up hard side and my lights will get bright then a noise comes form converter and they get dim. this only happens when i am hooked up to battery? on 110 everything works great any ideas and i just changed the converter.

Could the noise be a converter cooling fan drawing your voltage down?
