In the diagram provided by DonDee, the Air Supply Pump Assembly is bolted to a slotted bracket allowing for adjusting belt tightness. I believe it's the power steering pump bracket on the right side of the engine that adjusts the dual belts.

'98 Gulf Stream Sun Voyager DP being pushed by a '00 Beetle TDI
My husband looked at this but still didn't see how we could get the belt off. It got dark so we are going to take a break until morning. Hopefully better luck will come with Saturday. Thanks everyone for your help and if you think of something else just let me know.
