Target does not welcome a lot of folks so a lot of us don't go there. Walmart does not discriminate so gets our business.

I haven't looked for city ordinance signs at our local Target but it's lot is part of a whole strip mall.
Why would parking there to shop or dine be any different than anywhere else?

Imagine how I felt after buying my "Metro Jeep" (2015 cherokee trailhawk). Other jeepsters would literally flip me off and yell "hey! Your jeep was adopted!".

When the hurricane blew thru and the metro jeep committed suicide I took half the insurance money and bought a couple of crossfires. Way way more fun to drive and if they (angry jeepsters) are still flipping me off, I cant tell cause they're so far back there.

The parking lot is generally the anchor stores to do as they please. Stop and ask the manager of your local target if they would allow overnight rv parking. I have not seen any rv's in a target but that doesnt mean a particular manager/regional manager wouldnt allow it.

I used to parking lot camp overnight on long road trips because it seemed easier to find them. I eventually learned that over nighting at koa's was just as easy and for the $40 I typically got a real nice place to stay for the night. Albeit the Van Horn Tx KOA is possibly the worst spit of land I have parked on.

Why would people assume that keeping to yourself means that you are a snob? I camp with the intension of spending quiet time with my wife and enjoying the rv park. Now don't judge, I am social and could careless what they camp in but it needs to be at the right time and place, but I am always polite. Also take a look at yourself and ask this question, if someone is friendly and talks to you either just passing by or a neighbor do you keep coming by there site every time they are out? When that happens a couple of times you tend to be a little more standoffish, but that should not be considered rude just quiet.
