I check the battery box every 3 months, water, etc.

Checked batteries today, and there was a build-up of blue battery acid??????, on the positive battery post and cable.

Cleaned the acid and refilled battery cells with distilled water. They were not empty, but low and covering the cells.

What is causing the battery acid build-up on the cable/post?

Is this a normal occurrence, or is something else going on, that needs to be checked?

One possibility is over filling the cells.

I had a similar problem with my batteries. I eventually had to replace the batteries due to age. The battery shop owner told me the corrosion is mostly due to the gas coming off the batteries during recharging. I cleaned the post and used a product from an auto parts store for battery terminals that you spray on. I also added 1 ounce of mineral oil to each cell in all of my batteries. I have had the batteries for nearly two years now and there is no corrosion on any of the terminals. I also have greatly reduced the distilled water needed to maintain the water level.

Corrosion around the terminals is usually a sign of excessive off gassing and again usually from over charging. You should check the condition of the battery cell and determine if they are ok. THen after cleaning up the terminals and making sure they are tight determine if you have a charger problem. Here are some links to help:

I had a similiar issue with my old tow vehicle-- a 2001 Saturn- L 300. We have an excellent automotive electrical repair business near by and he told me to replace the battery. I had previously removed and cleaned the battery, the case and cables. I even coated them with grease. In 3 weeks the corision was back, so I replaced the battery, no other changes-- all was well after that. Good luck.
