Clearcoat on decals coming off

On my Newmar Scottsdale, the Newmar decal is on the front of the MH.
The clearcoat is coming off. Can this be clearcoated over again?
If so, how is the best method?

I've never seen clearcoat over decals. Are you sure you're graphics are not painted on then cleared over?

I am not sure if the "NEWMAR" graphic is paint or just a decal. Regardless, it appears that clearcoat is coming off the graphic "NEWMAR".
