Mine swivel. You have to play with the drivers seat to get it past the steering wheel.

I'd say most do! Our Bounder seats do.

My last A gasser did not swivel. Our current mh both swivel. The passenger chair has electric foot rest as well. So, your mileage may vary.

My Winnebago drivers side seat does not. They limit the travel towards the rear of the coach, I think so the slide won't hit if you forget to move it back towards the dash before you retract it. That means there is not enough room between the steering wheel and the back of the seat to rotate it all the way around. It can be rotated far enough to be usable though.
That is also true of some Fleetwood models I have seen.

Our Winnebago does. The manual even explains the dance you have to do with the drivers seat to get it turned around. Of course we managed to do it without the manual. Only found the directions later on.

My 96 Dynasty does, but drivers seat is pretty useless for complete swiveling due to the couch right behind the seat

Ours does in our American Coach but it really scares my wife! Especially while driving!

I would agree that most do, but sometimes you need to think out of the box, and swivel it in the opposite direction than what you think is correct.

Mine still has not mastered a hot seat swap at 65 mph in a gentle right curve. When I gotta go, I gotta go.

It is auto pilot in an airplane, cruise control in a motorhome and that scares her more than just getting up and telling her to get the wheel.

Mine too, but if I shift the seat as far forward as possible, as close to the steering wheel as it will go, it is easier.
