How do you get into outside blower

You have to pull the entire unit out. Are you sure the problem is with the motor and not the elecrical components, such as the board, relays or capacitors.

You can access all of the electrical components without pulling the unit. Those would be the first places to start. A common problem with compressors and fans not running is a bad capacitor or relay. Here is a service manual for the basement air unit I had in my Itasca that might help.
