Dashboard Inop

Hi guys,
I'm from the UK and have a 1995 28 foot Fleetwood Coronado Pace Arrow R.V.
My problem is the dasboard appears to have gone dead, ie the none of the gauges work and seem to be stuck in an almost mid position. The gauges do not change even once the engine has started. Fuel gauge inop, Oil pressure inop, temp gauge inop, odometer inop, speedo works but reads incorrectly etc etc.
I'm assuming there is a fusebox somewhere that I have been unable to locate, the user manual just says that it is located under the dashboard and to the left but I cant find anything.
Under the hood is a fuse box but its doesn't bear any resemblance to the schematic in the user manual so I'm assuming there is another set of fuses and circuit breakers elswhere. According to the manual there is a fuse for the gauges, rated at 20 amps but i'm at a loss as to where this might be. Can any of you give me any pointers?

A bad ground for the dash is another good possibility.
