Yes, and there are a couple of different ways.
The most popular and least destructive, is probably using a heat gun and pulling them off by hand.
You can also find a wheel that is made from soft rubber that will fit on a drill.
They are found in most auto parts stores and won't harm the paint but are very slow and costly.
Then there is a razor blade scraper method which is hard on the paint and usually leaves behind the adhesive residue.
