taigarazz, we travel with a toy poodle, a miniature poodle and a papillon. I think the hard plastic on the top of the instrument panel might be too slippery for them to feel comfortable on. It's never been a problem for us. I do try to discourage them from being on the dash though due to me being somewhat OCD with nose prints on the windows.
on edit: you asked about them bothering the instrument cluster. Not at all unless I leave something tempting there for them.
