These are your condenser fans and are necessary to convert the refrigerant hot gas from your compressor into a liquid in the refrigeration process. You will not get a/c without them working. It could be an electrical problem only. Trace the circuit and check all fuses. You can run a temporary hot wire to the fan to see if it runs at all. If not, it is probably a fan motor issue. It could be that you have a low pressure cutout switch in your a/c system that disables the fans, and usually the compressor also, from working if the refrigerant charge is low. If that is your problem, you will need to add refrigerant and possibly look for a leak that has caused this. Most systems have very slow leaks that are impossible to locate and take years for enough refrigerant to leak out for this to occur.
