I have a '95 F53 chassis with 460 EFI which surges at 1500 t0 2200 RPM under load. I don't have vacumn gauge, but I would estimate the surge starts at about 8 or 7. Let off the gas a little bit and it smooths out, but acceleration is slow. I have 80,000 miles, new fuel pump, new fuel pressure regulator, new plugs and wires. It is gradually getting worse.
Any suggestions will be appreciated.

Did you change the filter? Or check the fuel pressure at the fuel rail?

Filter is relatively new, have not checked pressure at rail. However, there is full, non-surging power above 2200 RPM, i.e. I can do 70 mph uphill dragging my car with no problem. At 70 mph RPM is appx. 2700. If I had fuel starvation or low pressure, I doubt I could achieve good performance at higher RPM.

Back to basics Vacumn,electric,exhaust. Just a thought check the play on dist shaft at the reluctor.

Will do. Interesting you mention the dist. shaft. Last night on the chat, Okie said had same problem, repaced dist and fixed it.

Drifter, by the word "reluctor" I assume you are referring to the upper end of the shaft?? I am not familiar with the word.

Sorry, worked 38 years writing parts bookss for MOPAR. I think the ford uses the Hall effect type dist. Just check for play in the shaft and see if there is any contact where it pick up get the signal from the rotor.

I would suggest that you check for recalls on your vin number. There is/was a recall on the EGR tube that can cause your symptoms. I just had this recall done on my MH and the difference was unbelievable upon completion. You also will find that there is another recall for the master cylinder harness for the cruise control as well so you can get both done and see if this is the issue. Hope it helps, if not, nothing lost.
