Does the invertor without any appliances on count as a load?

Yes, a small one. Shouldn't make too much difference in the voltage though. Just make sure nothing is plugged into any of your sockets (i.e. computers, TV etc....unplug everything). Better yet, turn it off and then measure your voltage.
