I purchased a Costco All-In-One ladder to use while on the road in my Monaco Diplomat. I estimate that it weighs 40 to 50 lbs. Does anyone out there think that's too much weight to hang on my rear RV ladder. We hang it on a ladder rack attached to the RV ladder and is with 2 heavy duty bungee cords.

Ever notice how many rubber bungee cords and how few ratchet straps you see laying on the roads?

A ladder is not designed to hold a dynamic load, just a static one. It'll depend on how strong the ladder is and how well it's mounted to the RV.
I wouldn't use bungee cords for it however. In fact, I wouldn't hang a ladder, bikes or chairs from a ladder either.

Our '04 Monaco product has a sticker (at the top on the roof) that says the ladder is limited to 300 lbs when IN MOTION...

I have a similar ladder. I got a bike rack Worldwide Merchandise Company - Ladder Mount Bike Rack - Bike Racks - Camping World to hang it on then used 2 straps Set of 2, 1" x 12 Ft. Lashing Straps to secure it to actual treads on the MH ladder. Has worked fine, and see no movement in rear camera while driving.

My RV ladder would not hold me. So I removed it, (I half removed it the easy way, by using it) replaced it with a couple of heavy gauge aluminum "J" hooks, a shower grab bar and a genuine heavy duty convertible ladder my dad bought at Sears.

This combination step/extension ladder is long enough for getting on the roof, and great for washing and waxing the sides.
