sounds like a faulty/or stuck transfer switch. when you plug into shore power do you hear a "clunk"-like sound?

Is this a new to you mh? Is his a new problem? If you have a transfer switch, then it's stuck/faulty as rk911 indicated. Some mh's you have two manually switch plugs between the gen or landline.

Should be a transfer switch mounted in MH....close to shore power cord.

Shore power cord is one input
Generator power cord is other input
Output then goes to your Main AC Panel

Transfer switch swaps between the two inputs....shore or gen.
Yours is stuck on Gen input..burnt contacts/bad relays etc.

Give your transfer switch a rap with your fist, corroded contacts can cause sticking. Another cause of sticking is switching power sources without disconnecting the other first. Switching while under load is not recommended.

Also, with shore power disconnected and genny off, you can remove the cover to the transfer switch and cycle the contacts manually.
