Hi fxdave,
Two dumb questions:
1. How do you know you have power to the jacks?
2. What brand and model of jacks do you have?

This can also happen if your battery disconnect switch is turned off. I never would have guess that, but I had a similar issue with mine. Even had power to them but it seemed weak. Took it to the RV mechanic...$30 later, he flipped the battery disconnect switch and voila!! They worked as they should. May not be the case for yours, but it's a simple thing to check.

If they are HKH the website has a troubleshooting manual for different models.

I think you might want to call Chuck Stuart (Stuarts Service Center-authorised HWH service center in Elkhart Indiana 1-800-826-6267)

Hi fxdave,
You'll need a helper. Find the HWH control board. It will be a large board with a clear plastic front. Get your manual and turn to the page that explains what all the lights are for. While watching the board and lights, have your helper turn the system on. Based on the manual, are all the lights on/off or the correct color? Have your helper activate one of the jack pairs. Again record the lights. Do the same for another jack pair. The lights will lead one to the solution. No the exact fix, but the solution.
HWH will ask about the lights. It is the first thing they ask, after you describe the symptom.
Depending on where the board is mounted this may or may not be an easy task.

Jack
It Can Be A Stuck Solenoid Typically They will have A solenoid on them and they Can Make a Clicking sound When stuck...
Locate the Solenoid it should have a power wire on each side of it and have someone activate the jacks see if power goes through the solenoid with a voltmeter there will be a post on each side of the solenoid and typically 2 smaller post you want to check the bigger ones.
problem is the system could be getting power but only to the solenoid and not to the motor itsself that drives the hydraulic pump..
Ive Seen a loose ground wire on battery cause this problem before as well
