Is oil wetness around the parking brake drum an automatic transmission rear oil seal leak?

It could be but it may be the oil in the drum leaking. Are you aware that there is a fill plug just above the cable that attaches to the drum. Take the plug out, transmission fluid should weep out if it is filled to the proper level. It only takes a few oz. so if it's low use caution when filling.
