Yes, you are both correct, the ballast adjusts the voltage to the proper rating for the intended bulb. It is more at start up than after it is 'warmed up.' I was sort of joking about using a 120 v bulb in a 12 v fixture, but the underlying idea still might be correct, just because the bulb fits the fixture doesn't necessarily mean it's the proper rated bulb for the ballast. Electronic ballasts, with no external 'starter' use different bulbs than fixtures with external starters.

Ordering from Fleetwood is probably best for the OP to get the proper bulb. Other way would be to track down the manufacturer of the fixture and see what bulb they listed. Remember, he already replaced them with Lowes bulbs, so perhaps the numbers on the bulbs aren't the proper ones.
