I can recommend this place San Diego RV Parks Resorts Camping Campgrounds. Sites are not right on the water but the beach and fishing pier are both very close. We walked out to the marina and beach 2 or 3 times a day.

Are you prepared to pay the $80 to over $100/night for this kind of a site? San Diego and the Mission Beach areas have several very nice campgrounds but DANG they are extremely expensive!!!!
