Sealant for External Screws/Mounts

For reasons I don't 100% understand (but I think might be related to Blue Beacon RV wash (never again!)) the gas strut that attaches to our main door has popped off one side, and the mount on the main body of the RV has been partially ripped off. I've got the strut off the other side and am ordering a new one.

I've been able to screw the bracket back in place, and I think it is mostly secure again. My question is related to the sealant that is around it. It has big lumps, what I presume was originally a nice seal, of black putty-like material. I'd like to replace this when I'm replacing the strut, so I know it is properly water-tight, but I'm not sure what it is. Any idea what it might be, and if not, any suggestions on what I should use to properly seal a bracket screwed into the outside of the RV?

Dicor lap sealant. It comes in both self-leveling and non self-leveling formulas. For vertical surfaces, you want the non self-leveling. It may not be what was there originally, but it will seal the penetrations. Don't just cover the screws. Squirt some into the hole before running the screw in and then cover the top of the screw as well.
