I called Spartan tech support today and was informed that there isn't a separate controller on my coach. It's all governed through the ECM which supplies different voltages to the fan based on cooling need. Guess that's why I couldn't find one. He said it's a variable speed determined by several parameters and advised me to take it to a Cummins dealer where they could diagnose it through the ECM.
Called the local Cummins dealer and they acted hesitant to even try to fix it as they said it wasn't something Cummins installs.
So looks like I'm going to have to pay them $130 an hour to scratch their heads.........
I did apply 12v to the motor solenoid which slowed the fan down considerably, so I know it's not the motor.

As a follow up so far (if anyone is interested or following), I took the coach to Cummins service center in Fort Worth TX and they were hesitant to even look at it saying that they don't really cover amenities like the cooling fan - only the engine. I was advised to take it to Industrial Power as they work on all aspects of motorhomes including FL and Spartan.
So I dropped it off at Industrial Power with a description of what's going on.
Get a call from them today saying that the solenoid valve on the motor is bad, it would have to be ordered from Spartan and how soon do I need it to determine the price of shipping. I informed the guy that there's absolutely nothing wrong with the solenoid valve as it's new and I just checked to verify that it's working properly.
Then I get the old "well it must be an intermittent problem" scenario.
I'm not sure if they were just trying to sell me something I didn't need or the tech just decided to start throwing parts at it at my expense without a detailed diagnosis.
I informed the caller that I'd be right down there.
After a long discussion with the shop foreman telling him that I know the ECM is in default and not sending a voltage signal to the solenoid, he apologized and assured me they'd get things fixed. I also told him that I've spoken with Scott at Source Engineering and was told the ECM needs to be set at "Variable" and "Option S" and there is a PDF on the dash showing the tree if he'd like to look at it.
I can only think if I hadn't done my homework or if it had been some other unlucky sucker, I/he would be paying at least $400 for something not even needed only for them to say that wasn't the only problem.
We'll see where it goes from here.

Keep trying to find some Tech who is comfortable with the INSITE computer. Took me two tries but the third guy immediately said the A/C switch is bad. It was just a faulty connector and fixed in two minutes.

My issue has finally been resolved. After the techs worked on the coach for 16 hours, they nailed it down to both wires going to the solenoid being broken inside the insulation where they were attached to the hydraulic lines by a metal clamp.
After almost jumping through the roof when they handed me the bill with no prior warning (as I was told they would do if the price was going to get high), they finally settled with me for 8 hours labor at $100 an hour instead of 16 hours at $135.
Before, I could not get the temp gauge to go past 170 unless I was mountain climbing. Now it stays at a steady 190 all the time as it should.
