When the grey tank was originally drilled at the factory for the drain hose/fitting install, that piece might have been inadvertently left in the tank by the rv people and could be partially blocking the opening. Has the tank always drained slow from day one and does the valve open all the way?

It's drained slow since I've had it...2 months. I'm sort of past the point to bug the previous owner about it now. How do you get the "plug" out?

I wonder if your vent is plugged. A quick check would be to use a plunger at one of the sinks to blow the water out of the P trap. That would open a path for air to enter the tank while dumping. Or you could pull off one of the air admittance valves under a sink to accomplish the same. If a blocked vent is the problem the tank should speed right up if you do one of the above.
