The only time I have seen the shift lever not go into park was when I had a fuse burned out on the brake lights! Safety feature I was told.

Welcome to iRV2.

I've seen steering columns , worn out to the point where the shift lever and the tube that runs down the column to the shift cable lever , no longer have the range of motion to properly move the cable enough to properly shift the transmission .
Usually the shifter won't allow the transmission to be held in first either , and the selector has to be wiggled around to get neutral .
The parts required to re-build the column are probably no longer available , so finding a good used column would be the required repair.
If the shift cable was very stiff , before it broke , then there can be any amount of damage that can't easily be seen in the column.

Disconnect cable at trans.....move trans lever all the way forward, put shifter into park, and see if cable end matches up with trans.........then move trans lever to rear, and shifter, and check again

Good idea for testing proper shift cable adjustment Bob. I should have mentioned that.
But; I'll add ; chock wheels before, disconnecting cable or shifting trans when your under the vehicle .
