I always wondered if these outside windshield
covers stop black streaks down the windshield, or not.

Not in my experience. Water still runs down behind them -- therefore black streaks can form.

I have tan colored sun screens. They tend to get dirty from rain off the roof. Whenever possible, I setup with the front slightly higher than the rear. It doesn't take much and keeps the dirty roof water from running down the front of the MH.
