Hi Peter,
Gut feel says no. The 2006 FMCA towing guide for Honda says only various models of the CR-V are towable 4 down. If the owner's manual is available, that is the best place to determine if the vehicle is towable 4 down.

It would be interesting to understand what these "emergency procedures" are and if they make sense for the RV lifestyle.

It's the standard Honda towing procedure, cycling the transmission through the gears in a prescribed fashion. They just call it an "emergency" procedure on those models where they officially do not condone recreational towing.

Well I solved my towing issue and found a 2004 Honda Element with 5 speed stick shift in excellent condition. I am very pleased, I now will install the tow brackets and hook it up and get out there. Thanks for the responces.
