Sorry for the confusion. The top bolts came out easily. I put them back in and tighten them down. Did nt help. It was getting late. Bottom bolts seamed to have wielded themselves to the frame.

Heat the bolt, and area around to glow, then spray to cool the bolt. Twist while area is still hot.

Thanks to all who helped. Here was my solution. One that I did not read here but may help others who find themselves in this situation. I took the jeep to a local garage. They tried all the suggestions. Breaking bits while trying. They gave up. So I decided to take it to welding shop. I had given up and was just going to let them burn it out. This shop works on tractor issues everyday. He tries the heat again. No luck. Breaks a bit. Then he get out the welder. He welded an inch and a half nut on both bolts. Got a big wrench and more PB Blaster and it began to turn. Yeah. Got it home took off the old bumper and put the new bumper on.

BUT the holes on the frame and the holes on the bumper are about 1/4 inch off. I guess I will now will have to drill the holes in the bumper.

Rather then drill them, why not use a Dremel and slot the holes in the needed direction....in case the hole being oversized where it'd show....

Good idea. Is a dremel that beefy? The hole wont show. I is hidden. Which bit would you use? The new bumper is maybe an 1/8th inch thick.

Probably not, but a die grinder would. If you have a compressor, the air die grinders will do. I Used my cheapie Harbor Freight to do exactly that on my last Jeep Toad. But I don't recommend the bits from HFClick image for larger version

Take it to the shop that removed the bolt and have him widen the hole with a torch. It will take him a minute, and you will save a lot of frustration. It is not easy to move a hole slightly in 1/8th plate without a torch or mill.

I was thinking it was going to be difficult. That why I asked the question which bit should I us. Back to the welding shop.

Of course it is. Been doing it for decades. Heck, you can even put a deburring bit in drill and hog-out a hole to any direction you want within a minute or two. You don't need a mill or fancy tools. Heck, even a round raspy file can do it with minimal effort. Using that Harbor Freight electric die grinder is a bit on the high rpm side. There's no regulating that rpm on that. That's why if I'm gonna do any enlargement of any holes, I use my air die grinder. It's easily regulated for a way more controlled output.

Glad you got your situation remedied. Stubborn bolts can always make for a bad day, and night for that matter.

sorry i am so late to this,
So we have a couple of 20 year old bolts. On my 99 TJ they never do cooperate well either. THEN I went o the pipe wrench. This will either work like it should OR it will snap the heads of the bolts off.
If they snap off that was the likely outcome no matter what.
FYT they are 1/2-13 thread
