Any Subaru (except BRZ) up to 2016 with manual transmission is towable 4 down, no mods needed.

Just a thought...do a search for a prior toad.. should already have everything installed and you would just need the tow bar..

For us it was not what to tow, it was what do we want to do with what we tow? We decided on a 2 door Blazer ZR2 because we wanted to have some decent back country capability. That old guy is going on 300,000 miles with the original running gear, it still looks good and does its job. We've had it so long it still has a folding Blue Ox towbar on the front.

The OP mentioned that he is not dead set on towing 4-down and would not mind dolly-towing.
If this is the case, he can buy any front-wheel drive and just dolly tow.
Find what you like in your budget and if not flat-towable, start your search for a dolly.

$6,000 for a 2014 FWD Automatic Ford Focus, rebuilt, inspected, and certified... Okeechobee, FL.... put it in Neutral and pull.
They have 5 more. This is all they do.

Most Honda automatics were flat towable up through the late 2000s. At some point, Honda started using a continuously variable transmission (CVT) that was no longer towable. A mid-2000s Honda would probably meet your criteria. I towed a 2003 Accord coupe for four years and at least 10000 miles with no problems. They make great toads.

2009 Scion xB, 5 speed manual. Tows 4 down, great gas 26-34 mpg, tons or space and storage cubbies. I have 117,000 miles on mine. I put leather seating in, leather wrapped steering wheel, just took the cat back Magnaflow exhaust and the TRD cold air intake off (I was thinking of letting my grandson have it but he wasn't interested in a stick and wanted the sporty coupe). Easy to work on (I've changed rotors and brakes twice). All of Scion built in Japan by their Q&A.

Bought a mid 2000's Honda element last year for the amount in the subject line, cheap, reliable , spacious and flexible for carrying stuff. Got an awd model but still towable 4 down up until 2007 or 8 I think. Mechanically same as CRV, but more room. Interior is basic, easy to clean . Simple to fix, cheap parts, 24 mpg. Base plates available from most of the leader mfr.

I tow an 98 escort with manual tranny, it is parked in my shop the rest of the time. It has road rash, rock chips ect, it has been a tow car its whole life. It is not much to look at, but has never let us down. I put insurance on it before we leave, and pull it off when I park it.

I didn't know Cruze came with a manual transmission.
I just remembered that Chevy had upset a lot of owners by saying they could be towed 4 down and then they came out with a letter saying they couldn't be towed 4 down.

I found a 2 owner 2001 PT Cruiser 5 speed manual for $1500.00 in great shape, was well loved by the PO! $750.00 for a Demco tow bar and baseplate from PPL, $100.00 for a mech. friend to put the base plate on, and wire in a battery disconnect! And a magnetic light kit from Autozone for $70.00! So for $2420.00 I had the perfect toad for us! Since we only visit the U.S. once or twice a year, Liberty Mutual insurance cuts the full coverage down to the min. when we leave the country, so still insured for fire, tree falling on it, etc.
It is a great toad, easy to drive, very roomy, plenty of room for laundry and groceries, and great for sightseeing! Weighs under 3000 lbs! I did not want to tie up a lot of money in a toad that is going to sit for most of the year! Works for us! Rail!
